Alexander Khacksevich: On The Bill Legalizing Gembling In Ukraine

On the eve of the legalization of gambling business, the expert alexander khackkevich gave an interview «liga.Business», in which commented on the working conditions of the industry.

According to the expert of the association of operators of gambling and lottery business, the initiative of legalization itself – correct, especially given the fact that in order to comply with the full prohibition, high attention is required by law enforcement agencies, which ukraine have not been able to provide. An important is the participation of justice bodies.

Illegal segment, according to khatskiewicz, simply does not meet the current requirements of society. The state for its part did not take due steps – during ten years, not a single conviction was made.

As a tool to combat the shadow segment, the draft law proposes limiting the number of licenses. It is assumed that in ukraine there will be one lottery operator, 20 gambling institutions, 80 bookmakers and 160 halls of gaming machines. Poker ruma will be presented in the number of five units.

Fastening a lottery monopoly expert considers an erroneous step and emphasizes that this practice is contrary to the european principles of regulating gambling business.

The text of the legalization document involves the creation of an online monitoring system, on the formation of which, according to khatzkevich, will be required to three years. Important is the cost of such a system, as well as who will make it creator. Therefore, a more acceptable version of control for the state, a specialist considers vlt technology already tested by europeans. With its help, the regulator receives a wide range of information about the amount of funds played on a particular machine, the amount of the rates made and, which is important, the data on the payment of the player’s winner.

Hatskevich from the face of the association of igor’s and lottery business operators calls for the use of equipment for the gembling industry developed in ukraine. This will not only avoid buying outdated equipment from abroad, but also create new jobs.
