Boris vizyrov, an expert in public administration and finance, reports that the adjustable gambling market can bring billions of hryvnia ukrainian budget. The specialist also noted that it was 3-4 billion hryvnia before the prohibition of gambling arrivals.

According to the expert, at the moment the main task of the government is to eliminate gambling business from the shade and ensuring the influx of tax revenues to the budget. However, this is not easy, therefore the problem is not only in the work of the illegal market of gambling, but also in corruption activities of officials. In addition, the state needs to ensure the economic security of the business.

The expert is convinced that the shadow market of gembling in ukraine is about $ 2-3 billion. Vizirov adds that beored the ban, the gambling industry worked according to the license rules and generated to 3 billion hryvnia to the budget every year.

According to the expert, in 10 years in order, ukraine lost not only the fabulous amounts that could be redirected to socially significant needs, but also workplaces, as well as control over the situation. Vizyrov believees that the loss of control over such profitable sectors is extreme unprofitable.

As part of the development of new legislation, vizirov proposes to introduce control not only over operators, but also over the players. In his opinion, the identification of players may be the mechanism of implementation of this type of control. So the state will be able to track undeclared income, as well as take measures in the context of combating money laundering and the turnover of the shadow economy.

Vizirov said that in general the idea of ​​creating special gambling zones is entitled to life, but is not an ideal approach to the organization of the gambling market. He also notes that at the moment there is no region in ukraine, infrastrucurely prepared for the creation on its territory of such an object.
